The Oregon House and Senate failed again to reach the two-thirds attendance minimum needed to conduct business as Republicans continue to protest “Cap and Trade”, which supporters say would reduce greenhouse gas emissions.

Republicans say they’ll come back if the issue is referred to voters.

Local political science professor and former Bend State Rep. Judy Stiegler says the walkout wasn’t at the top of the list of what Republicans wanted to do, but the election year has both sides digging in their heels.
