La Pine Rape Suspect Arrested Again; More Possible Victims Come Forward


Bend Police on Wednesday re-arrested a La Pine man accused of raping a young girl nearly 20 years ago after three more victims came forward.

One of the victims was a 6-year-old girl police say was sexually abused this year.

Police initially arrested Rusty Allen Pugh during a traffic stop on August 22nd. He was charged with five counts of rape after a two-month investigation into alleged crimes against a now 23-year-old woman back in 2000.

Pugh was released with a GPS monitor five days later after posting $25,000 bail.

During that time, police say they received numerous follow-up calls for investigation into Pugh. Three more victims reported Pugh as a suspect in previously unreported sex crimes between 2004 and 2019.

Lt. Juli McConky said two of the victims, Yamhill County women who are now 19 and 22-years-old, were abused in 2004.

On Wednesday, Bend Police detectives with the help of Deschutes County Sheriff’s Deputies stopped a car Pugh was a passenger in at Burgess Road and Huntington Road in La Pine. He was arrested at 5 p.m. and taken back to the Deschutes County Jail.

“We’re sure there are more victims out there,” McConky told Central Oregon Daily. “It’s just encouraging them to come forward.”

McConky said Pugh was “definitely involved in these childrens’ lives.”

“It’s not a stranger and most of these types of offenses are where the suspect or alleged suspect would be in contact with people and groom them and give them access to the children,” she said.

Pugh is now charged with 10 additional counts of first-degree sex abuse and five counts of first-degree sodomy.
