A famous business leader from the 20th century once said, “We are continually faced by great opportunities brilliantly disguised as insoluble problems.” For years, in the small southeastern Oregon town of Paisley, the ongoing problem was mosquitoes. However, the town turned that problem into a brilliant opportunity.
