Accused rapist back in jail after police say he tampered with GPS monitor

A Bend man awaiting trial on first-degree rape charges was arrested again Sunday after he was suspected of tampering with his GPS monitor, according to Bend Police.

Lt. Juli McConkey said 51-year-old Theodore Holland Settlemier II is suspected of tampering with the device and leaving his house around 11 p.m. Saturday night. Deschutes County Sheriff’s Office Deputies responded to an address in Dechutes River Woods, but were unable to find Settlemier. 

On Sunday, about 4:30 a.m., Settlemier called the police non-emergency dispatch line after he learned law enforcement was looking for him. McConkey said he was arrested without incident and taken to jail on a new charge of content of court-violation of release agreement.

Settlemier is awaiting trail on several domestic violence and sex crimes including rape, sexual abuse, menacing and assault.
